Planning in Cardiff: what gets approved
Craftex work as planning consultants for developers and landowners with sites in Cardiff, dealing directly with Cardiff Council under the Welsh planning system. We take a scheme from the statutory pre-application request to a decision, or an appeal to Planning and Environment Decisions Wales. Our own construction team puts a price on every option before it goes in.
Cardiff is not England with a different postcode. Applications are judged against Planning Policy Wales, now in its 12th edition, the Welsh technical advice notes and Cardiff's own development plan. Fees, appeals and pre-application rules all follow Welsh law. Between January and March 2026, Cardiff Council decided 558 applications and only 5 went to its planning committee. So the officer's recommendation usually decides the outcome. We build that case: Welsh policy, local precedent, drainage and ecology answered early. A build cost then shows the Cardiff scheme still works once planning obligations are in. Want background first? Our free consent-routes guide is written for England, and we will explain where Cardiff differs. Our planning permission consultants are based in London and travel to Cardiff to walk the site and sit down with the case officer.

How do our planning consultants help in Cardiff?
Six jobs on a Cardiff site, all answered for by one firm.
Site appraisal and planning route
Your land is checked against the 2016 Cardiff LDP and the replacement plan now at examination, and you get one recommended route.
Statutory pre-application advice
We file Cardiff Council's statutory pre-application request and, on a major scheme, run the community consultation Welsh law requires.
Full and outline applications
Cardiff Council receives the drawings, planning statement, drainage, ecology and consultation report as one package.
Affordable housing and mitigation priced
The emerging affordable housing split and draft habitat contributions are tested for every layout before one is fixed.
Costed while it is designed
Our builders price each Cardiff option while it is drawn, so the permission matches a real budget.
Refusals, conditions and Welsh appeals
We read the refusal reasons, then resubmit, vary conditions or appeal to Planning and Environment Decisions Wales.
Name the jobs your Cardiff site needs, and we come back to you the same working day.
Cardiff Council planning: what developers need to know
An old plan and a new one under examination
Cardiff still decides applications on its Local Development Plan 2006 to 2026, adopted on 28 January 2016. Its successor, the Replacement LDP 2021 to 2036, is in front of planning inspectors. Hearings opened on 9 June 2026. A consultation on extra evidence and proposed changes closes on 6 November 2026, and further hearings start on 1 December 2026. No adoption date has been published. Because the emerging policies gain weight at every stage, we check a Cardiff site against both plans.
Decision speed against the rest of Wales
In January to March 2026, Cardiff decided 99% of applications within the statutory period or an agreed extension, against a Welsh average of 91%. Only 50% were decided inside 8 weeks without one, and the average decision took 112 days, close to the Welsh average of 114. In practice, an extension of time is normal in Cardiff, so we agree it in writing early and build it into your finance. See how long planning permission takes.
Welsh rules that change the route
Since 2016, a major application in Wales must be preceded by a pre-application consultation. Site notices and documents go on show for at least 28 days, and a consultation report is submitted with the application. Separately, new building work of 100 m² or more with drainage implications needs sustainable drainage approval. The council gives it as SuDS Approving Body, on top of planning. Flood risk is tested under TAN 15, which the Welsh Government last updated on 20 March 2026.
Affordable housing and habitat contributions
The replacement plan's Deposit version asks for 20% affordable housing on brownfield sites and 30% on greenfield sites, for schemes of more than five homes. The council's September 2026 viability study recommends keeping both figures. Draft evidence for the same examination also suggests a recreational mitigation payment of about £334 per home across most of the city. In the northern catchment of the Cardiff Beechwoods, it adds about £1,083. Both are still draft, so we model them as a range. More in why a permission is not always viable.
Send us the Cardiff address, and we will test it against both plans and these Welsh rules.
How it works
How do we take a Cardiff scheme through planning?
01
Your address, our first look
Within the same working day a director has looked at the site's previous applications, its LDP designations and flood risk, and come back to you.
02
Statutory pre-app with Cardiff Council
We submit the request and the national fee (£332 for 1 to 9 homes, £797 for 10 to 24, £1,328 above that). The council must reply in writing within 21 days unless a longer period is agreed. Major schemes also run the 28-day community consultation.
03
Layouts priced, then chosen
Our builders cost each option, and the appraisal carries affordable housing and draft mitigation before one layout goes forward.
04
Submission and the case officer
One package goes to Cardiff Council with the consultation report and drainage strategy; we answer consultees and agree any extension in writing.
05
Conditions, SuDS approval, then the build
We clear the pre-commencement conditions, obtain drainage approval and complete the technical drawings; whether we then build depends on the scheme.
The Craftex Guide to Planning and Prior Approval
The guide compares the consent routes, the documents councils ask for at validation and the usual reasons for refusal. Please note it is written for England. In Wales the permitted development rules, prior approval classes and fees differ. England's office-to-homes prior approval has no fee category in the Welsh schedule. Read it for the principles, then ask us how each one plays out in Cardiff.
Our promises
Six promises, written into your contract
-
The hard truth about your Cardiff plot, early
If flood risk, the drainage rules or the affordable housing ask make a scheme unworkable, you hear it at our first meeting.
at Allitsen Road four layouts were compared and one was recommended.
-
Nothing reaches the council unpriced
Every Cardiff option carries a construction cost from our own team, so a permission never outruns the money behind it.
at Allitsen Road the cost plans went out together with the planning strategy.
-
One contract, one firm responsible
Planning, design, costing and construction are all Craftex, so nobody can pass the blame along the chain.
building is an in-house department, not a subcontract.
-
No fee surprises halfway
A second consultation round or an extra survey is priced and signed off by you before it starts.
each variation agreed in writing.
-
Large-scale consent experience at the top
Before joining Craftex, Rob Barton, now our Development Director, ran housebuilding businesses and steered over 10,000 homes to planning consent.
Kennet Island in Reading, where his former team won approval for 850 homes.
-
Insurance a lender expects to see
Employers' and public liability insurance at £10M each, PI cover if your funder wants it, CHAS-accredited, with ISO accreditation.
the £10M policies are live today.

Why are planning applications refused in Cardiff?
Six reasons Cardiff schemes stall or are refused, and what we do instead. Refused by Cardiff Council already? Send the decision notice; a director reviews it the same working day.
| Area | The usual risk | With Craftex |
|---|---|---|
| English rules assumed | a scheme planned on English permitted development, fees or appeal routes that do not exist in Wales. | every step checked against Welsh legislation and Planning Policy Wales. |
| Consultation skipped | a major application sent in without the statutory pre-application consultation, so it cannot be validated. | the 28-day consultation and its report planned into the programme. |
| Flood risk found late | land near the rivers or the waterfront bought before the TAN 15 tests are read. | flood risk checked before an offer is made or a drawing is paid for. |
| Drainage treated as a detail | a layout fixed, then the SuDS Approving Body asks for space it does not have. | drainage designed alongside the layout from the first sketch. |
| A plan about to change | the case built on the 2016 LDP alone while the replacement is at examination. | both plans tested, and the weight of each explained to you. |
| Numbers that fail after consent | affordable housing and mitigation payments discovered once the permission is issued. | each payment costed into every layout before anything is lodged. |

Planning consultants in Cardiff: your questions
What is Cardiff Council's typical decision time?
The statutory period in Wales is 8 weeks. In January to March 2026, Cardiff's average decision took 112 days and about half of its decisions relied on an agreed extension of time. Plan your purchase and funding around three to four months, not two.
Does Cardiff Council offer pre-application advice, and at what cost?
Yes. Every Welsh council must offer a statutory pre-application service and answer in writing within 21 days, unless you agree more time. The fee is set nationally by scheme size, from £332 for a small housing scheme to £1,328 for more than 24 homes.
What do planning consultants charge for a Cardiff project?
It depends on the scheme's size, the surveys Cardiff will ask for and whether a major-scheme consultation or an appeal is likely. We set a fee after a look at the plot and its planning record, and we keep fees off the website. A director will go through the figure with you on a call.
Could flood risk or protected habitats affect my Cardiff site?
Possibly. Flood risk is assessed under the Welsh TAN 15. Draft evidence for the new plan also points to a per-home habitat contribution across most of the city, higher in the north. We check both at the first review.
Which development plan applies, and is my land allocated?
The 2016 Cardiff LDP is the adopted plan until the Replacement LDP 2021 to 2036 completes its examination. We check whether your site is allocated or protected in either, and how much weight the new policies carry today.
Can you take a Cardiff refusal to appeal?
Yes. In Wales, appeals go to Planning and Environment Decisions Wales, not to the council. The deadline for a refused planning application is six months after the date on the decision notice. A revised application is often the faster fix; where PEDW is the stronger option, the appeal is quoted on its own.
Do you need a Cardiff office to get planning permission there?
No, and we do not have one. Our team works from London and reads Welsh policy and Cardiff precedent remotely. We come to Cardiff whenever the site or the officers need us in person. Welsh applications go in through an online portal, so distance makes no difference to the submission.
Will Craftex build the scheme once consent is granted?
Sometimes. Whether we build in Cardiff ourselves or hand over to a contractor we know well is decided scheme by scheme. Either route starts from a permission our builders priced before it was submitted, so the budget holds.
What size of Cardiff scheme do you take on?
We work on developments with a finished value of £3M to £150M: flats, conversions, housing land and mixed-use blocks. If you only want to extend the home you live in, we will point you to a local architect instead.
Are planning fees in Wales the same as in England?
No. Wales sets its own fee schedule, last raised for applications made from 1 December 2025. A full application for up to 25 new homes costs £667 per home in Wales. Check the Welsh figures, not the English ones, before you budget.

Hired Craftex for our conversion project. We had to convert a 600m2 office into 8 apartments. Guys did an excellent job in terms of program efficiency and quality of the finishes which gave us a big upside to exit the project 2 months faster than other competitors’ timelines.

I’d like to thank the team at Сraftex for the work they did on our office.
It was really important for us to get the work done quickly, but without compromising on quality, as we regularly have clients and guests visiting and needed to move into the new office within a month.
We spent around two weeks discussing and agreeing all the details before the work started. What I really appreciated was that everything we agreed beforehand was actually followed through during the job. The work was also completed on time.
Thanks to the whole Сraftex team for a great job. I’d definitely use them again if we need any work done in the future.IURII PYLYPETS

Communication throughout the project was excellent, and they always went above and beyond to make sure we were satisfied. It’s rare to find a construction company that combines professionalism, attention to detail, and great customer service so well.
Without a doubt, Craftex is one of the best construction companies we have ever worked with. Highly recommended to anyone looking for quality and trustworthy builders.Adam Miah

Hired Craftex to do the full design and fit out of my gym in Chelsea. Super efficient and fast team. They gave the best price and a proper fast track program. We managed to open in less than 6 weeks with no headaches or surprises during construction. Quality was great, we had zero snags on completion. I’ve worked with a few companies before but these guys really impressed me from project management to how they treat the client. Top GGs.

I worked perfectly with Sviat and Joe, with their architect they came up with a very smart design for our office to fit more desks and optimise the space to its maximum capacity. They also did excellent value engineering on the MEP design proposed by others, allowing us to save around £50K. The quality and speed were outstanding we finished two weeks ahead of schedule. Highly recommend these guys.

-
Happy with the end result. Tight timeline but they pulled it off. The team worked late shifts and even weekends to help us open the doors on schedule. Site was always left tidy at the end of the day and no surprise charges either. Good communication throughout. Would definitely use Craftex again.

Highly recommended!
Craftex are the kind of fit-out contractors in London you can truly trust. From the very first meeting, they understood our vision and gave practical ideas to make the most of our space. They turned our old storage area into a clean, efficient, and well-organized warehouse. The team was professional, easy to work with, and clearly took pride in their work.Monika Kamionka
-
We brought in Craftex to refurb our London office and honestly, they made the whole thing way easier than we expected. They listened, suggested ideas we wouldn’t have thought of, and explained everything clearly. Not the cheapest quote we got, but the end result shows why, the place looks modern, clean, and our team actually enjoys being here now. Communication was spot-on too. No chasing and confusion, deadlines were hit. If you want people who genuinely care and don’t treat your project like “another job,” I’d recommend them.

Sviat and his team at Craftex were brilliant to work with on our office redesign. From the first meeting, they took the time to understand how we actually use the space rather than just pitching generic solutions. They came back with clever, practical ideas to maximise use of the space and get more employees and desks inside . Every step was handled professionally, and the process felt surprisingly smooth for a project of this size. They finished one week ahead of schedule, and the transformation is clear — our office feels brighter, more functional, and much more welcoming. I’d happily recommend Craftex to anyone who wants a reliable design team that also makes the journey enjoyable.

My experience with Craftex was excellent from beginning to end. They took the time to really listen to what I wanted and then offered practical suggestions that made the design even better. I always felt like they cared about creating a space that worked for me, not just one that looked nice on paper. The end result is an office that feels stylish, welcoming, and very functional for day-to-day work. The process itself was straightforward, well-managed, and never stressful. I’d definitely recommend Craftex if you’re looking for office design and build services in London — they made the whole journey a positive one.

I’m really pleased with my experience working with Craftex. As a commercial construction firm, they handled everything from start to finish without any unnecessary stress on my side. What impressed me was how they suggested practical ideas that improved the design while also keeping things realistic. The communication was always clear, so I never felt out of the loop. The project ran smoothly, deadlines were met, and the end result is exactly what I was hoping for — a space that feels both functional and modern. It’s not easy finding contractors who are this reliable, but Craftex definitely proved they can be trusted.

Craftex carried out a warehouse fit-out for us, and I couldn’t be happier with the outcome. The space has been completely transformed into a highly organized and efficient environment that makes our daily operations much smoother.
The team was professional but also very approachable — I always felt comfortable asking questions or giving feedback. They came up with smart, practical solutions that worked perfectly for our setup, and everything was explained clearly along the way.
The best part was how they stuck to the agreed timeline, finishing on schedule without cutting corners. It’s rare to get both quality and reliability, but Craftex delivered both.Roma Shchukin

We hired Craftex for a commercial ground floor fit-out with 2 flats above. There were some minor co-ordination hiccups with third-party suppliers but the team kept it moving. Finish quality was strong. Kitchens and doors look great. I have already asked them for a quote on the next project.

We recently hired Craftex for a commercial office fit-out project in Central London, and overall, we’re really happy with the result. There was a delay on our side with a custom glass partition supplier, but the Craftex team managed the construction schedule very professionally and kept everything on track. Their guys worked clean, respected our workspace and IT setup, and kept the site tidy throughout. If you're looking for a reliable office refurbishment company in London, I’d definitely recommend Craftex. Would use them again without hesitation.

This was a full high-end renovation of my Victorian rental apartment in Westminster, just off Sloane Square and Belgravia. The scope included full fit-out: electrics, plumbing, a new bespoke kitchen, and a luxury bathroom refurbishment. Craftex took care of everything and made the process easy. They weren’t the cheapest, but you can tell they really know what they’re doing when it comes to prime London property renovations.
The team was professional, organised, and genuinely seemed to care about getting everything right. I was especially impressed with the quality of the finish – the attention to detail really shows in every corner.
I’m very happy with the results and would definitely recommend Craftex to anyone looking for reliable, high-quality renovation work in Central London.Наталия Цимбалюк

I was stressed about timing since we had bookings lined up, but they smashed it. Even worked Saturday to finish the floor. My clients love the look — the beauty salon fit-out turned out exactly how I wanted. Couldn’t have pulled it off without their help. Genuinely appreciate the way they communicated throughout the refurbishment. If you need reliable help with beauty salon design or fit-out, especially in a place like Chelsea — these are the guys.

We used Craftex for a shop-to-flat conversion in Chelsea — turning an old retail space into two rental units. Access wasn’t the easiest, but the guys handled it well, no drama. Quote was clear, no hidden extras, and they actually stuck to it, which is rare. Finish came out solid, exactly what we needed for rentals. Joe (PM) kept things ticking and communication was always on point. All in all, smooth job — would use them again for sure.👍

Could not be HAPPIER with Sviat and the Craftex team, they certainly showed me that they’re the number one office design company in London that we’ve had the pleasure of working with. They gave us a unique design just like we wanted, and we loved the first initial draft of the concept. Also have to give them props for Construction, I gave them a tight timeline as we needed to move our team in ASAP, so they pulled double shifts and I didn’t see a drop in quality. Will be to talking to the team when we move up to our next bigger office. Highly recommended A+++

I and my husband are very satisfied with Craftex's service and customer support. We bought a house in Hampstead and wanted to redesign and renovate it. On our initial free consultation with Sviat, we found out that we actually can do loft conversion and rear extension and add value to the property straight away.
We worked with the Craftex design team to bring our vision to life and deliver planning approvals. At that time guys started stripping out to save time on the construction programme as we wanted to move in ASAP.
We worked with very experienced project director Konstantin who was responsible for all aspects of project delivery from design to construction with a very good eye on details and customer care.
We saved a lot of money by having professional advice from the start. Project management and quality at Craftex are at the highest level. Many thanks to Craftex Team.Lia Lavryk
