Planning in Norfolk: what gets approved

Craftex act as planning consultants in Norfolk for landowners and developers. We work with whichever of the seven district councils, or the Broads Authority, decides your site. From the first pre-application letter to a decision or an appeal, we carry a Norfolk scheme through. Our build team prices each layout before the council ever sees it.

Norfolk councils are not short of permissions to give; what holds most housing back is the water. Since Natural England's letter of March 2022, any new home draining towards the River Wensum or the Broads needs nutrient mitigation. A council cannot lawfully approve it until that mitigation is in place. Schemes that win here settle that question early. They also pay the GIRAMS visitor tariff, carry their CIL and follow a local plan that is either brand new or about to be replaced. We put the mitigation into the build price of every Norfolk layout, so the approval is one your funding can carry. Prefer to read first? The free Planning and Prior Approval guide helps a Norfolk owner pick the right consent. Our planning consultants are London-based and come up to Norfolk whenever a site visit or an officer meeting calls for it.

How do our planning consultants help in Norfolk?

Six parts of the job on a Norfolk site; you choose the ones you need.

Aerial view of green fields divided by hedgerows and trees

Which council, which plan

We confirm whether Breckland, Broadland, Norwich, South Norfolk or another authority decides, then read its plan and the site's history.

Hand holding a magnifying glass over printed floor plans

The water question first

We check the Wensum and Broads catchment map and the drainage route before any layout is fixed.

Red scale rule across a technical drawing

Pre-app that earns its fee

In Norwich we pick between the £360 basic and £960 advanced tiers for 1 to 9 homes, or a bespoke service for majors.

Calculator, pie charts and a pencil on a desk

A submission that registers

Drawings, planning statement, shadow Habitats Regulations Assessment and the GIRAMS undertaking go in as one package.

Calculator lying on a sheet of handwritten workings

Built cost on every option

Our construction team prices each Norfolk layout as it is drawn, so the approved scheme is one you can fund.

Floor plan drawing with pencil

Refusals turned round

We test the council's reasons, then revise, vary a condition or appeal to the Planning Inspectorate.

Pick the parts your Norfolk land needs and tell us; a director answers the same working day.

Norfolk planning: what developers need to know

Seven districts, several new plans

Norfolk County Council does not decide most housing; the seven district councils do, with the Broads Authority deciding inside the Broads. Norwich, Broadland and South Norfolk share the Greater Norwich Local Plan, adopted by all three in March 2024. They have already begun its successor, GNLP 2045, with a scoping consultation that closed on 28 September 2026. King's Lynn and West Norfolk adopted its Local Plan 2021 to 2040 on 27 March 2025. It has started the next one, for 2026 to 2044. North Norfolk's Local Plan 2024 to 2040 was adopted on 17 December 2025 and replaced its 2008 and 2011 documents.

Decision speed, council by council

Across the twelve months to June 2026, the seven districts made 213 major decisions. Only 56 came inside the 13-week limit, while 147 were decided under an agreed extension or a performance agreement. Counting those, 90.6% were on time, close to England's 91.2%. Norwich decided all 11 of its majors within time; Breckland managed 82.1% and Broadland 82.6%. On smaller schemes, Great Yarmouth reached 96.4% and Breckland 87.8%. See how long planning permission takes.

No Green Belt, but rivers and wetlands

None of the seven districts has any Green Belt land. The constraint that bites is ecological. Natural England wrote to every Norfolk council on 16 March 2022. New overnight accommodation in the River Wensum and Broads catchments, it said, could harm those protected sites. Homes, student rooms, care homes and holiday lets there need a shadow Habitats Regulations Assessment and secured mitigation. Officers will seek a longer determination period while it is found. On top of that, every new dwelling pays the county's GIRAMS visitor tariff: £304.17 per home in 2025-26, reviewed each April.

CIL differs by district

Norwich has charged CIL since July 2013. For permissions granted in 2026, the residential rate is £133.93 per m², or £116.07 for flats in blocks of five storeys or more. South Norfolk charges £126.58 per m² in Zone A and £84.38 in Zone B. We fold your district's levy into the appraisal before the scheme is drawn; read CIL and Section 106 explained.

Send us the postcode, and we will name the Norfolk council, catchment and levy that apply.

How it works

How do we take a Norfolk scheme through planning?

01

Tell us where the land is

A director identifies the deciding council, the catchment and drainage route, the CIL zone and the planning record. Expect an answer the same working day.

02

Pre-app with the right council

In Norwich, advice on 1 to 9 homes costs £360 for the basic tier or £960 with meetings, VAT included. Norwich answers in 21 days, and 10 homes or more go to a bespoke fee agreed with officers. Elsewhere we use the district's own service.

03

Nutrients and layout settled together

Our builders cost the drainage and mitigation options alongside each layout, so the scheme taken forward already works on paper.

04

Submission and the officer's report

A single package is lodged, consultee comments are answered, and any extension of time is agreed in writing rather than left open.

05

Conditions discharged, building ready

Pre-commencement conditions are cleared and the technical design completed; construction follows if the location and scheme suit.

Cover of the free Craftex Guide to Planning and Prior Approval

The Craftex Guide to Planning and Prior Approval

Thinking of converting a Norfolk barn, a redundant shop or a farm building? Check first whether it needs full permission, a prior approval or a change of use. This free guide covers the statutory clocks, what makes an application valid and the reasons councils most often give for saying no. Because it covers English planning law, every Norfolk council works to the same rules it describes.

Our promises

Six promises, written into your contract

  1. We tell you when a site will not stack up

If nutrient mitigation, the levy or the numbers make a Norfolk scheme unworkable, you hear it at the first meeting.

at Allitsen Road four schemes were tested and one was recommended.

  2. Nothing drawn without a price

Each layout leaves our office with a build cost, so a council never approves a scheme beyond your means.

Allitsen Road's planning strategy came with cost plans for every option.

  3. Consent and construction in one company

Planning, design, costing and building all sit inside Craftex, which leaves nobody to shift blame onto.

the build team is employed by us, not subcontracted for the pitch.

  4. Extra work agreed before it happens

Another ecology survey, a nutrient report or an additional round with officers is quoted and signed off by you first.

each variation is confirmed in writing.

  5. A development director who has done it at scale

Rob Barton, who now leads our planning, secured permission for more than 10,000 homes while managing a housebuilder.

850 homes consented at Kennet Island, Reading, in that earlier role.

  6. Cover that satisfies a funder

£10M each of public and employers' liability, PI insurance available when asked, CHAS and ISO accreditation.

both £10M policies are in force today.

Holding a fee proposal from another consultant for a Norfolk site? Forward it. A director reads it against your land and the council that will decide. We also check the nutrient and GIRAMS work it will need and the reports officers usually ask for. The same working day you get our view of what it leaves out, and our better offer.

Planning application fees in Norfolk, 2026

Application fees in every Norfolk district follow one national scale. The rows below use the England schedule the Planning Portal has applied since 1 April 2026. Below them sit the local charges we could confirm on council websites on 4 November 2026. They are Norwich and South Norfolk CIL, the GIRAMS tariff and Norwich's pre-application tiers. Craftex fees are kept off this page. Get in touch and we will discuss your project.

Planning consultants in Norfolk: your questions

How quickly do Norfolk councils decide applications?

The legal target is eight weeks, or thirteen for a major scheme, but most Norfolk majors run on an agreed extension. In the year to June 2026 the seven districts decided 56 of 213 majors inside 13 weeks, and 90.6% once extensions are counted. Nutrient mitigation is the usual cause of delay.

Can I get pre-app advice in Norwich, and what does it cost?

Yes. Norwich City Council charges £360 for basic advice on 1 to 9 new homes and £960 for detailed advice with meetings. Both include VAT, with a 21-day response. For 10 or more homes a bespoke fee is agreed first. Other districts publish their own charges.

What do planning consultants charge for a Norfolk site?

That turns on the size of the scheme, which surveys the deciding council wants and the chance of a refusal. We do not publish our fees; we quote after reviewing the land and its record. Share the postcode and one of our directors will explain the likely cost.

Does nutrient neutrality affect my land?

Almost certainly yes, if the scheme adds overnight accommodation and the site lies in the River Wensum or Broads catchment. The same applies if the sewage works it drains to lies there. Councils publish a catchment map; send us the postcode and we will check it and the drainage route.

Is any of Norfolk in the Green Belt?

No. Government figures for March 2026 show no Green Belt land in any of the seven districts. The tests that matter here are the protected rivers, the Broads, the coast and the local plan's settlement limits.

Is my site allocated in the local plan?

In Norwich, Broadland or South Norfolk, check the 2024 Greater Norwich Sites Plan. In King's Lynn and West Norfolk, check the 2025 plan; in North Norfolk, the plan adopted in December 2025. We check the right one, and any neighbourhood plan, for your site.

Will you appeal if a Norfolk council refuses?

Yes. The Planning Inspectorate, an independent body, hears appeals. On a refused full application you have a six-month window that starts on the date the decision notice was issued. Often an amended resubmission is quicker, so we compare both routes before quoting for an appeal.

Do I need a consultant based in Norfolk?

No. We have no Norfolk office and say so plainly. Policy research and drafting are done from London, applications are lodged online, and we travel up for site visits and officer meetings.

Can your team construct what gets approved?

That depends on where it is and what is consented: we may build it ourselves or introduce a builder we have checked. In both cases our own builders have priced it during the application, so what gets consented matches the money available.

What size of Norfolk scheme do you take on?

Developments whose end value lands somewhere from £3M up to £150M. That runs from a handful of new homes to a barn group, a block of flats or a mixed-use building. A single extension to your own house is better handled by a local architect, and we will point you that way.

Craftex are the kind of fit-out contractors in London you can truly trust. From the very first meeting, they understood our vision and gave practical ideas to make the most of our space. They turned our old storage area into a clean, efficient, and well-organized warehouse. The team was professional, easy to work with, and clearly took pride in their work.

    Monika Kamionka

  • We brought in Craftex to refurb our London office and honestly, they made the whole thing way easier than we expected. They listened, suggested ideas we wouldn’t have thought of, and explained everything clearly. Not the cheapest quote we got, but the end result shows why, the place looks modern, clean, and our team actually enjoys being here now. Communication was spot-on too. No chasing and confusion, deadlines were hit. If you want people who genuinely care and don’t treat your project like “another job,” I’d recommend them.

    A Google User

  • Sviat and his team at Craftex were brilliant to work with on our office redesign. From the first meeting, they took the time to understand how we actually use the space rather than just pitching generic solutions. They came back with clever, practical ideas to maximise use of the space and get more employees and desks inside . Every step was handled professionally, and the process felt surprisingly smooth for a project of this size. They finished one week ahead of schedule, and the transformation is clear — our office feels brighter, more functional, and much more welcoming. I’d happily recommend Craftex to anyone who wants a reliable design team that also makes the journey enjoyable.

    Cucu Iulian

  • My experience with Craftex was excellent from beginning to end. They took the time to really listen to what I wanted and then offered practical suggestions that made the design even better. I always felt like they cared about creating a space that worked for me, not just one that looked nice on paper. The end result is an office that feels stylish, welcoming, and very functional for day-to-day work. The process itself was straightforward, well-managed, and never stressful. I’d definitely recommend Craftex if you’re looking for office design and build services in London — they made the whole journey a positive one.

The project ran smoothly, deadlines were met, and the end result is exactly what I was hoping for — a space that feels both functional and modern. Alaa Betar

  • We hired Craftex for a commercial ground floor fit-out with 2 flats above. There were some minor co-ordination hiccups with third-party suppliers but the team kept it moving. Finish quality was strong. Kitchens and doors look great. I have already asked them for a quote on the next project.

    Ben Edell

  • These guys actually deliver. They handled our first industrial to residential conversion near Tower Bridge, turned an old warehouse into 4 modern flats. They stuck to the plan, kept the site clean and the timing was on point. No hidden extras, no drama, just a professional construction company in London that gets the job done.

    Богдан Главацкий

  • We recently hired Craftex for a commercial office fit-out project in Central London, and overall, we’re really happy with the result. There was a delay on our side with a custom glass partition supplier, but the Craftex team managed the construction schedule very professionally and kept everything on track. Their guys worked clean, respected our workspace and IT setup, and kept the site tidy throughout. If you're looking for a reliable office refurbishment company in London, I’d definitely recommend Craftex. Would use them again without hesitation.

    Ardian Beleshi

  • This was a full high-end renovation of my Victorian rental apartment in Westminster, just off Sloane Square and Belgravia. The scope included full fit-out: electrics, plumbing, a new bespoke kitchen, and a luxury bathroom refurbishment. Craftex took care of everything and made the process easy. They weren’t the cheapest, but you can tell they really know what they’re doing when it comes to prime London property renovations.
The team was professional, organised, and genuinely seemed to care about getting everything right. I was especially impressed with the quality of the finish – the attention to detail really shows in every corner.
I’m very happy with the results and would definitely recommend Craftex to anyone looking for reliable, high-quality renovation work in Central London.

    Наталия Цимбалюк

  • I was stressed about timing since we had bookings lined up, but they smashed it. Even worked Saturday to finish the floor. My clients love the look — the beauty salon fit-out turned out exactly how I wanted. Couldn’t have pulled it off without their help. Genuinely appreciate the way they communicated throughout the refurbishment. If you need reliable help with beauty salon design or fit-out, especially in a place like Chelsea — these are the guys.

    Rami Jusupova

  • We used Craftex for a shop-to-flat conversion in Chelsea — turning an old retail space into two rental units. Access wasn’t the easiest, but the guys handled it well, no drama. Quote was clear, no hidden extras, and they actually stuck to it, which is rare. Finish came out solid, exactly what we needed for rentals. Joe (PM) kept things ticking and communication was always on point. All in all, smooth job — would use them again for sure.👍

    Apartify Estates

  • Fuse Energy hired Craftex on the fit-out and installation of our engineering and research centre, which included electrical, heating, lighting, plumbing, and ventilation upgrades. They delivered everything to a high standard and were proactive throughout — even working weekends to help speed up the programme, despite not being contracted to. They managed last-minute changes very well, communication was clear and consistent, and the team was professional from start to finish. We’d happily recommend Craftex to anyone needing a reliable construction partner.

    Hainro Eybers

  • Holistic therapy space fit-out
Super impressed. I had a very specific vision for the studio. calm tones, soft lighting, hidden storage etc. the craftex team just got it. build was done quicker than I expected and the guys were polite, tidy and actually listened. we had 2 snags on day one but they fixed it before the week was out. worth it for the peace of mind.

    Dariia Shvyryda

  • Made a full refurbishment and redesign of our Central London office. Fantastic work, quality service and reliable people. Can recommend it to everybody

    Nikita Nigai

  • Amazing experience with these guys. I trusted them my apartment in London and Business. They are always accurate, very professional, responsive and neat. They would always advice me right things for my best interest. I had luxury experience with them and I would definitely recommend Craftex to everyone.

    Motush Motushev

  • Could not be HAPPIER with Sviat and the Craftex team, they certainly showed me that they’re the number one office design company in London that we’ve had the pleasure of working with. They gave us a unique design just like we wanted, and we loved the first initial draft of the concept. Also have to give them props for Construction, I gave them a tight timeline as we needed to move our team in ASAP, so they pulled double shifts and I didn’t see a drop in quality. Will be to talking to the team when we move up to our next bigger office. Highly recommended A+++

    Mikhail Burdoev

  • Very professional company. Craftex did brilliant minimalistic design and completely refurbished my apartment to the highest quality.

    Vlad

  • I and my husband are very satisfied with Craftex's service and customer support. We bought a house in Hampstead and wanted to redesign and renovate it. On our initial free consultation with Sviat, we found out that we actually can do loft conversion and rear extension and add value to the property straight away.
We worked with the Craftex design team to bring our vision to life and deliver planning approvals. At that time guys started stripping out to save time on the construction programme as we wanted to move in ASAP.
We worked with very experienced project director Konstantin who was responsible for all aspects of project delivery from design to construction with a very good eye on details and customer care.
We saved a lot of money by having professional advice from the start. Project management and quality at Craftex are at the highest level. Many thanks to Craftex Team.
