Planning in Birmingham: what gets approved
Craftex are planning consultants in Birmingham for developers, investors and landowners whose sites sit under Birmingham City Council. Where a plot sits on the city edge, we work with its neighbours too. From a first look at the plot to a decision notice or an appeal, we run the whole planning case. Our construction team puts a build cost on each option before it is submitted.
Birmingham City Council decided 3,333 applications in the twelve months to June 2026. It approved 82.1% of them, a little under the England rate of 87%. Officers signed off 98.4% under delegated powers, so a Birmingham consent is won or lost in the case officer's report. What gets through is brownfield housing that fits the Birmingham Development Plan, respects the 29 conservation areas and still pays its CIL and Section 106 obligations. Our town planning team is based in London and comes up to Birmingham for site visits and officer meetings.
Rob Barton, who heads our planning work, has steered schemes for 10,000+ homes to consent in earlier roles. Want the rules first? Take the free planning guide. Or send a Birmingham postcode and hear from a director the same working day about the route.

How do our planning consultants help in Birmingham?
What we do on a Birmingham site, from first appraisal to discharged conditions.
Site appraisal and planning route
We test the plot against BDP 2031 policies and the 2026 Publication Plan allocations, then name the consent route with the best odds.
Pre-application with the council
We buy the right tier of Birmingham's pre-app service and, for larger schemes, propose a planning performance agreement.
Full and outline applications
Plans, planning statement and technical reports go to Birmingham City Council as one validated package.
HMO and change of use
Since June 2020 every family house to small HMO switch in the city needs consent; we build the case under the HMO guidance.
Costed while it is drawn
Our builders price each layout as it develops, so the consent you receive matches the budget you hold.
Refusals, conditions and appeals
We read each reason for refusal, then choose between a revised design, a condition variation or a Planning Inspectorate appeal.
Pick the pieces your Birmingham plot needs; we quote for those alone.
Birmingham City Council planning: what developers need to know
BDP 2031 now, a new plan to 2044 next
Applications are still decided against the Birmingham Development Plan 2031, adopted on 10 January 2017. Its replacement, the Birmingham Local Plan, reached Publication stage when Cabinet approved it on 28 July 2026; consultation closed on 24 September 2026. The council says it will submit the plan by December 2026, with examination expected early in 2027. The new plan looks to 2044, aims for 87,700 homes and puts brownfield regeneration first. Where an allocation in the emerging plan helps your site, we argue its weight; where it hurts, we lean on the adopted plan.
Decisions are slower than the national average
Over the year to June 2026, 45.5% of Birmingham decisions carried an extension of time. Major schemes met the deadline or an agreed date 78.7% of the time, against 91.2% in England. Only 11.2% came inside 13 weeks with no extension. Minor housing schemes fared worse: 56.9% on time or agreed against 85.2% nationally, and just 3.9% within eight weeks. We build that delay into the purchase and finance dates. More in how long planning permission takes.
HMOs, heritage and the Green Belt
A city-wide Article 4 direction has applied since 8 June 2020. Turning a family house into a small HMO for three to six people now needs full planning permission anywhere in Birmingham. There are 29 conservation areas, the Jewellery Quarter and Bournville Village among them. Green Belt covers 3,720 hectares, 13.9% of the city's land; that figure did not change in 2025-26. See our notes on Article 4 directions for HMOs and green belt land.
CIL depends on the value zone
Birmingham started charging CIL on 4 January 2016. For homes permitted in 2026, the charge is £101.85 per m² in the high-value zones 1, 2 and 3. Zones 4 to 7 pay nothing. Student housing pays £101.85 and city-centre hotels £39.85. Offices and industrial space pay nothing. That difference can decide which of two sites is worth buying, so we work it out first. Read CIL and Section 106 explained.

How it works
How do we take a Birmingham scheme through planning?
01
Share the site with us
A director looks up the planning history, the CIL zone, the Article 4 position and any designations, and gives you a first view the same working day.
02
Birmingham pre-app
We book the tier that fits: written advice for up to five homes costs £332.40 including VAT, 10 to 24 homes with a meeting £1,690.80. Larger schemes can add a planning performance agreement.
03
Layouts costed, one chosen
Our construction team prices each option and the appraisal carries CIL, affordable housing and biodiversity net gain before a scheme is fixed.
04
Application and officer
The package goes to Birmingham City Council. We deal with consultee comments and put any extension of time on paper rather than letting the clock drift.
05
Conditions cleared, building next
We discharge conditions and finish the technical design; depending on the scheme, construction can follow.
The Craftex Guide to Planning and Prior Approval
Not sure whether your Birmingham building needs a full application, prior approval or a change of use consent? The free guide sets out each route, the statutory time limits, what a council needs before it validates an application and why schemes are refused. It covers the English system, so it applies in Birmingham, although the HMO Article 4 direction there removes one permitted development right.

Why are planning applications refused in Birmingham?
Six things that sink or stall a Birmingham application, and what we do about each. Already refused in Birmingham? Forward the decision notice; we answer with the route most likely to succeed.
| Area | The usual risk | With Craftex |
|---|---|---|
| Small HMOs under Article 4 | a house bought for HMO use on the assumption it is permitted development, then refused. | the street's existing HMOs and the HMO guidance checked before you buy. |
| Jewellery Quarter and other conservation areas | massing fixed first, heritage argued afterwards. | the area's character studied up front and a heritage statement filed with the plans. |
| Two plans at once | a case built only on BDP 2031 while the 2044 plan is heading for examination. | the scheme tested against both, with the weight of each set out for the officer. |
| CIL zone and viability | a high-value zone charge and the affordable housing ask discovered after consent, when the appraisal no longer works. | both priced into each option before submission. |
| Slow decisions | an application left to drift past its deadline while the purchase or the loan expires. | an extension of time agreed early and a programme that allows for it. |
| After a refusal | the same scheme resubmitted with cosmetic changes. | every reason answered, then an amended scheme or a Planning Inspectorate appeal, whichever reaches consent sooner. |
Planning application fees in Birmingham, 2026
Birmingham City Council charges the national application fees set out in the Planning Portal's England schedule from 1 April 2026. Its own pre-application tariff for 2026 to 2027 and the 2026 CIL rates follow; every figure was checked on 4 November 2026. Our own fees are not published; a director talks them through once we know the site.

Planning consultants in Birmingham: your questions
How long does Birmingham City Council take to decide an application?
The statutory period is eight weeks, or 13 for a major scheme, but most Birmingham applications now run longer by agreement. In the year to June 2026, 45.5% of decisions had an extension of time. Only 3.9% of minor housing schemes were decided within eight weeks. Plan your finance with that margin.
Does Birmingham offer pre-app advice, and what does it cost?
Yes, through a planning officer, and it is optional. The 2026 to 2027 tariff, VAT included, starts at £332.40 for written advice on up to five homes. It rises to £5,072.40 for 50 to 99 homes with a meeting. Ecology advice on biodiversity net gain is charged separately.
How much do planning consultants charge for a Birmingham scheme?
That depends on the scale, the reports the council will ask for and whether an appeal is likely. We quote once we have seen the site and its history and do not publish a price list. Get in touch and we will discuss your project.
How do I tell if my plot is Green Belt or in a conservation area?
Check the council's interactive policies map: Green Belt covers 13.9% of the city and there are 29 conservation areas. Plots on the edge of the city may fall under Solihull, Sandwell, Walsall or another neighbour instead. We confirm the position at the first review.
Which plan applies, and is my site allocated?
Decisions today rest on the Birmingham Development Plan 2031. The new Birmingham Local Plan to 2044 is at Publication stage and due for submission by December 2026. Its allocations therefore carry growing but limited weight. We check both and tell you where your site stands.
Can you take a Birmingham refusal to appeal?
Yes. The appeal goes to the Planning Inspectorate, not back to the council. You have six months from the decision date to appeal a refused full application. We first check whether a revised scheme would get you there faster, then price the appeal on its own.
Must my planning consultant have a Birmingham office?
No, and we have no Birmingham office. Our team works from London, reads Birmingham policy and decisions online, and travels for site visits and officer meetings. Every application is submitted through the online portal, wherever the consultant sits.
Do I need planning permission to turn a Birmingham house into an HMO?
Yes, almost always. The city-wide Article 4 direction means even a small HMO, housing three to six people, needs an application, and larger HMOs already needed one. The council judges it against its HMO guidance, including how many HMOs are already nearby.
Can Craftex build the scheme once it is approved?
Depending on where the site is and what it is, we build it ourselves or put you in touch with a contractor we rely on. In both cases the scheme was costed by our builders before submission, so the consent is deliverable for the money.
What size of Birmingham scheme do you take on?
Schemes with a completed value between £3M and £150M, from HMOs and conversions to blocks of flats, small estates and mixed-use buildings. A one-off house extension is usually better served by a local architect, and we will say so.

Hired Craftex for our conversion project. We had to convert a 600m2 office into 8 apartments. Guys did an excellent job in terms of program efficiency and quality of the finishes which gave us a big upside to exit the project 2 months faster than other competitors’ timelines.

I’d like to thank the team at Сraftex for the work they did on our office.
It was really important for us to get the work done quickly, but without compromising on quality, as we regularly have clients and guests visiting and needed to move into the new office within a month.
We spent around two weeks discussing and agreeing all the details before the work started. What I really appreciated was that everything we agreed beforehand was actually followed through during the job. The work was also completed on time.
Thanks to the whole Сraftex team for a great job. I’d definitely use them again if we need any work done in the future.IURII PYLYPETS

We recently worked with Craftex and honestly couldn’t be happier with the results. From start to finish, the team was professional, reliable, and highly skilled. The quality of workmanship exceeded our expectations, and everything was completed on time and to a very high standard.
Communication throughout the project was excellent, and they always went above and beyond to make sure we were satisfied. It’s rare to find a construction company that combines professionalism, attention to detail, and great customer service so well.
Without a doubt, Craftex is one of the best construction companies we have ever worked with. Highly recommended to anyone looking for quality and trustworthy builders.Adam Miah

Hired Craftex to do the full design and fit out of my gym in Chelsea. Super efficient and fast team. They gave the best price and a proper fast track program. We managed to open in less than 6 weeks with no headaches or surprises during construction. Quality was great, we had zero snags on completion. I’ve worked with a few companies before but these guys really impressed me from project management to how they treat the client. Top GGs.

I worked perfectly with Sviat and Joe, with their architect they came up with a very smart design for our office to fit more desks and optimise the space to its maximum capacity. They also did excellent value engineering on the MEP design proposed by others, allowing us to save around £50K. The quality and speed were outstanding we finished two weeks ahead of schedule. Highly recommend these guys.

-
Happy with the end result. Tight timeline but they pulled it off. The team worked late shifts and even weekends to help us open the doors on schedule. Site was always left tidy at the end of the day and no surprise charges either. Good communication throughout. Would definitely use Craftex again.

Highly recommended!
Craftex are the kind of fit-out contractors in London you can truly trust. From the very first meeting, they understood our vision and gave practical ideas to make the most of our space. They turned our old storage area into a clean, efficient, and well-organized warehouse. The team was professional, easy to work with, and clearly took pride in their work.Monika Kamionka

We brought in Craftex to refurb our London office and honestly, they made the whole thing way easier than we expected. They listened, suggested ideas we wouldn’t have thought of, and explained everything clearly. Not the cheapest quote we got, but the end result shows why, the place looks modern, clean, and our team actually enjoys being here now. Communication was spot-on too. No chasing and confusion, deadlines were hit. If you want people who genuinely care and don’t treat your project like “another job,” I’d recommend them.

Sviat and his team at Craftex were brilliant to work with on our office redesign. From the first meeting, they took the time to understand how we actually use the space rather than just pitching generic solutions. They came back with clever, practical ideas to maximise use of the space and get more employees and desks inside . Every step was handled professionally, and the process felt surprisingly smooth for a project of this size. They finished one week ahead of schedule, and the transformation is clear — our office feels brighter, more functional, and much more welcoming. I’d happily recommend Craftex to anyone who wants a reliable design team that also makes the journey enjoyable.

My experience with Craftex was excellent from beginning to end. They took the time to really listen to what I wanted and then offered practical suggestions that made the design even better. I always felt like they cared about creating a space that worked for me, not just one that looked nice on paper. The end result is an office that feels stylish, welcoming, and very functional for day-to-day work. The process itself was straightforward, well-managed, and never stressful. I’d definitely recommend Craftex if you’re looking for office design and build services in London — they made the whole journey a positive one.

I’m really pleased with my experience working with Craftex. As a commercial construction firm, they handled everything from start to finish without any unnecessary stress on my side. What impressed me was how they suggested practical ideas that improved the design while also keeping things realistic. The communication was always clear, so I never felt out of the loop. The project ran smoothly, deadlines were met, and the end result is exactly what I was hoping for — a space that feels both functional and modern. It’s not easy finding contractors who are this reliable, but Craftex definitely proved they can be trusted.

Craftex carried out a warehouse fit-out for us, and I couldn’t be happier with the outcome. The space has been completely transformed into a highly organized and efficient environment that makes our daily operations much smoother.
The team was professional but also very approachable — I always felt comfortable asking questions or giving feedback. They came up with smart, practical solutions that worked perfectly for our setup, and everything was explained clearly along the way.
The best part was how they stuck to the agreed timeline, finishing on schedule without cutting corners. It’s rare to get both quality and reliability, but Craftex delivered both.Roma Shchukin

We hired Craftex for a commercial ground floor fit-out with 2 flats above. There were some minor co-ordination hiccups with third-party suppliers but the team kept it moving. Finish quality was strong. Kitchens and doors look great. I have already asked them for a quote on the next project.

These guys actually deliver. They handled our first industrial to residential conversion near Tower Bridge, turned an old warehouse into 4 modern flats. They stuck to the plan, kept the site clean and the timing was on point. No hidden extras, no drama, just a professional construction company in London that gets the job done.

We recently hired Craftex for a commercial office fit-out project in Central London, and overall, we’re really happy with the result. There was a delay on our side with a custom glass partition supplier, but the Craftex team managed the construction schedule very professionally and kept everything on track. Their guys worked clean, respected our workspace and IT setup, and kept the site tidy throughout. If you're looking for a reliable office refurbishment company in London, I’d definitely recommend Craftex. Would use them again without hesitation.

This was a full high-end renovation of my Victorian rental apartment in Westminster, just off Sloane Square and Belgravia. The scope included full fit-out: electrics, plumbing, a new bespoke kitchen, and a luxury bathroom refurbishment. Craftex took care of everything and made the process easy. They weren’t the cheapest, but you can tell they really know what they’re doing when it comes to prime London property renovations.
The team was professional, organised, and genuinely seemed to care about getting everything right. I was especially impressed with the quality of the finish – the attention to detail really shows in every corner.
I’m very happy with the results and would definitely recommend Craftex to anyone looking for reliable, high-quality renovation work in Central London.Наталия Цимбалюк

We used Craftex for a shop-to-flat conversion in Chelsea — turning an old retail space into two rental units. Access wasn’t the easiest, but the guys handled it well, no drama. Quote was clear, no hidden extras, and they actually stuck to it, which is rare. Finish came out solid, exactly what we needed for rentals. Joe (PM) kept things ticking and communication was always on point. All in all, smooth job — would use them again for sure.👍

Super impressed. I had a very specific vision for the studio. calm tones, soft lighting, hidden storage etc. the craftex team just got it. build was done quicker than I expected and the guys were polite, tidy and actually listened. we had 2 snags on day one but they fixed it before the week was out. worth it for the peace of mind.Dariia Shvyryda

Could not be HAPPIER with Sviat and the Craftex team, they certainly showed me that they’re the number one office design company in London that we’ve had the pleasure of working with. They gave us a unique design just like we wanted, and we loved the first initial draft of the concept. Also have to give them props for Construction, I gave them a tight timeline as we needed to move our team in ASAP, so they pulled double shifts and I didn’t see a drop in quality. Will be to talking to the team when we move up to our next bigger office. Highly recommended A+++

I and my husband are very satisfied with Craftex's service and customer support. We bought a house in Hampstead and wanted to redesign and renovate it. On our initial free consultation with Sviat, we found out that we actually can do loft conversion and rear extension and add value to the property straight away.
We worked with the Craftex design team to bring our vision to life and deliver planning approvals. At that time guys started stripping out to save time on the construction programme as we wanted to move in ASAP.
We worked with very experienced project director Konstantin who was responsible for all aspects of project delivery from design to construction with a very good eye on details and customer care.
We saved a lot of money by having professional advice from the start. Project management and quality at Craftex are at the highest level. Many thanks to Craftex Team.Lia Lavryk
